The record: what has come ashore here
Eastern North Carolina sits on the corner of the continent that Atlantic storms turn toward. The Weather Service’s Newport/Morehead City office keeps a year-by-year table of 167 tropical cyclones that affected the region between 1851 and 2020, and the recent decades read like a roofing syllabus.
- Fran, 1996. Made landfall near the tip of Cape Fear with sustained winds near 115 mph on the evening of 5 September — a Category 3 on the Saffir-Simpson scale — and carried hurricane-force wind inland through the Triangle.
- Floyd, 1999. A strong Category 2 at Cape Fear; 96 mph sustained near Topsail Beach with gusts to 122 mph, then 4–12 inches of rain across the whole of eastern North Carolina and the floods that defined a generation.
- Matthew, 2016. A Category 1 at the coast whose legacy was catastrophic flooding over the coastal plains — Kinston, Goldsboro, Rocky Mount, Tarboro and Smithfield all saw river levels not seen since Floyd.
- Florence, 2018. Came ashore near Wrightsville Beach on 14 September as a Category 1 and stalled, producing 35.93 inches of rain at Elizabethtown, the state’s tropical-cyclone record.
- Dorian, 2019, and Isaias, 2020. Both Category 1 at the North Carolina coast; Isaias made landfall near Ocean Isle Beach on the night of 3 August with wind, surge and a run of tornadoes inland.
Two lessons sit in that list. First, a storm’s category at landfall is a poor guide to the roofing damage it does inland: Matthew and Florence were Category 1 storms that destroyed more roofs in the coastal plain than at the beach, mostly through water. Second, the interval between damaging storms is short enough that a roof installed today should be expected to meet one — the National Hurricane Center’s return-period maps put the coast from Cape Fear to Cape Hatteras among the more frequently struck stretches of the East Coast.
What wind and water actually do to a roof
Wind does not push a roof down; it lifts it. As air accelerates over the ridge and around the corners of a building, pressure drops above the roof surface and the covering is pulled upward, hardest at the eaves, rakes and corners. IBHS’s field research is unambiguous that damage usually starts at the edge: a drip edge lifts, the starter course peels, and the shingles or panels behind it follow in sequence. A roof with a strong edge and a sealed deck loses a few tabs; a roof without them loses the field.
Water then does the expensive part. Once the covering is gone, rain enters through the seams of the roof deck, saturates insulation, stains ceilings and, over the days before a tarp arrives, starts the mould that turns a roofing claim into a gutting. This is why the FORTIFIED standard requires the deck itself to be sealed with tape or an underlayment system rather than relying on the covering alone.
Debris and tree strikes are the third mechanism, and the one most common in the pine and hardwood country between Raleigh and Greenville. A limb that punctures the deck is a repair; a trunk that breaks rafters is a structural job that needs an engineer’s letter before a roofer touches it.
The sequence after the storm
Once it is safe to be outside, the order of work is fixed and worth following even under pressure.
- Look, do not climb. Photograph the roof from the ground and from windows, then the ceilings and attic inside. Note the date and time. Wet shingles and hidden deck damage make a storm-day roof unsafe to walk.
- Stop the water. A tarp fastened over the damaged area, or emergency dry-in by a roofer, is covered by most policies as reasonable protection and prevents the larger loss. Keep the receipt.
- Read the policy, then call. The Department of Insurance notes that windstorm and hail may be excluded from a standard policy and written separately, so know which carrier holds the wind coverage before you open the claim. Report it promptly and write down the claim number and the adjuster’s name.
- Get a written scope. A roofer’s estimate should describe the roof in squares, the covering, underlayment, flashing, decking replacement and disposal, with the permit listed. Two or three such scopes let you and the adjuster compare like with like.
- Use the public record. For work of $40,000 or more the roofer must be licensed; the Licensing Board’s search confirms it. Ask any crew from out of state for its liability and workers’ compensation certificates, and be wary of anyone who wants an assignment of your claim or a deposit before a permit is pulled.
Repair or replace?
The question after a storm is rarely whether a roof can be patched, but whether patching is worth doing. Three factors decide it: the roof’s age and remaining life, the share of the field that was disturbed, and whether the damage reached the deck. Isolated tab loss on a roof under ten years old is a repair; creased or lifted shingles across a whole slope on a roof past fifteen usually means the sealant strips have failed and the next storm will finish the job. Where the deck was wet for more than a day, replacement with a sealed deck is the honest recommendation, and the moment to consider the upgrades on the FORTIFIED roof page or a change of system to standing-seam metal.
Timing matters too. Roofers on the coast are booked solid for months after a landfall, and the shortage draws in crews who will be gone by the following spring. A temporary dry-in that holds through the winter, followed by a permanent job by a local licensee in the spring, is often the better outcome than a rushed replacement in October.
